Federal Skilled Worker Class (FSWC): A minimum of Canadian language benchmark (CLB) level 7 in language proficiency test like IELTS.
Federal Skilled Trades Class (FSTC): A minimum of Canadian language benchmark (CLB) 5 for speaking and listening & CLB 4 for reading and writing in language proficiency test like IELTS
Canadian Experience Class (CEC): A minimum of Canadian language benchmark (CLB) level 7 in language proficiency test like IELTS if your NOC is 0 or A and CLB 5 if your NOC is B.
Quebec Skilled Worker Program (QSWP): A minimum of Canadian language benchmark (CLB) level 5 in language proficiency test like IELTS.
Saskatchewan International Skilled Worker Class: A minimum of Canadian language benchmark (CLB) level 4 in language proficiency test like IELTS.
Ontario French-Speaking Skilled Worker: A minimum of Canadian language benchmark (CLB) level 6 in language proficiency test like IELTS.
In short, this list of immigration programs for Canada PR which requires scorecard of IELTS is quite long. However, there are certain immigration sub-categories which don’t have any minimum requirement for language proficiency like SINP Entrepreneur, British Columbia International Post-Graduate. It means an applicant needs to give IELTS; however, there is no minimum requirement of any Canadian language benchmark (CLB) level.
